School board retreat to be held Nov. 11 - 12 Ethics, open meeting law to be discussed

BATTLE MOUNTAIN - The Lander County School Board will hold its retreat Nov. 11 - 12 at the Super 8 in Battle Mountain. Many topics will be covered during the two days including open meeting law, ethics and board member responsibilities. The retreat will consist of the board members as well as Superintendent Jim Squibb. The public is invited to attend both days.

"Part of the retreat is just the bonding of the board and getting used to everyone's style, group dynamics and how we arrive at decision making," said Squibb. "A lot of this is opening up the lines of communication and getting everyone comfortable working together."

School board chair Susan Davis said some of the goals she is hoping the retreat achieves are having the board members become better acquainted with each other, discussing open meeting law and ethics and reviewing a book that looks at the responsibilities of being a board member.

In addition, there will be a group/panel discussion in which veteran board members will discuss how certain things were handled in the past by the board, said Davis.

"One of the things retreats do is provide the opportunity for individuals on the board to get to know each other better in order to work more effectively as a board," said Davis.

School board member Jan Morrison added, "The LCSD board retreat has been an invaluable tool for board members. The working sessions bring us up to date on everything from legislative changes to federal and state regulations. We also have the opportunity to interface with each other and our superintendent, improving the working relationships that are necessary to pull together to accomplish great things for the Lander County School District. The retreat is pretty intense but a very worthwhile investment in our children's future."

The event facilitator will be Sheila Moulton, of Las Vegas, a former Clark County School Board member, who facilitated the 2010 Lander County School Board retreat.

Sheila Moulton said she served as a Clark County School Board trustee for 12 years from 1999 to 2011. During her tenure, she was board president for two terms and filled other leadership positions on the board.

Moulton also served on the governing board for the Nevada Association of School Boards and was president of that association in 2007, she said. During her tenure, she worked alongside three different superintendents and was involved in their selection as superintendent of the Clark County School District.

She has lived in Las Vegas since 1978 with her husband, Larry. They raised six children that have gone through the Clark County school system and have 16 grandchildren that live throughout the United States.

Moulton graduated with a Bachelor of Arts degree from Brigham Young University and has taken education classes at the University of Nevada, Las Vegas.

Before serving on the board, she was a substitute teacher in the classroom and has returned to that position after leaving the board in January 2011.

Working with school boards and superintendents to ensure student achievement is a passion that Moulton said she believes in and knows that successful school boards communicate with their superintendent and community to further the education of all students.

The retreat event will consist of dinner, an overview and a discussion on communication and group dynamics from 6 p.m. to 9 p.m. on Nov. 11.

The retreat will pick up again on Nov. 12 at 8 a.m. with breakfast followed by a discussion of open meeting law at 8:30 a.m. and the review of a book on becoming a better board member from 9:30 a.m. to 11:30 a.m.

After lunch will be a discussion on ethics and the code of conduct as well as a recap and a possible group/panel discussion.
