It is the responsibility of interested persons to review the ling and monitor the proceedings to determine their desired levels of involvement based on how this matter may a ect their unique situations. The details provided within this Notice are for informational purposes only and are not meant to be an all-inclusive overview of the ling. The Commission may consider and adopt alternative proposals not contained within the ling but which are related to the subject matter of the ling and supported by substantial evidence.E4 led the Application pursuant to the Nevada Revised Statutes (“NRS”) and the Nevada Administrative Code (“NAC”), Chapters 703 and 704, including, but not limited to NRS 704.040, 704.100, 704.110, 704.120, and 704.6873(3)(b) and NAC 703.2715, et seq., 703.27116,et seq., 704.68043(1), 704.68043(3), 704.68046, 704.68048, and 704.68056.1 In Docket No. 23-05040, Oregon-Idaho Utilities, Inc. d/b/a Humboldt Telephone Company led an Application for Name Change to change the name of the entity to E4 Connect, Inc., which name is used in the Application. While the Application to Change Name is currently pending before the Commission, this Notice will use E4 to refer to Oregon-Idaho Utilities, Inc. d/b/a Humboldt Telephone Company and/or E4 Connect, Inc.E4 states that the Application requests that the Commission: 1) establish E4’s intrastate revenue requirement prior to consideration of High Cost Loop Support as $1,628,075; 2) set a corresponding adjustment to E4’s intrastate rate design to give E4 a reasonable opportunity to satisfy its intrastate revenue requirement; 3) as part of that rate design, authorize an annual draw from the “Fund to Maintain the Availability of Telephone Service,” also known as the NUSF, of $567,120 for calendar year 2024; 4) adjustments to end user rates to increase basic residential service from $18.00 to $22.00 per month and increase basic business service from $32.00 to $36.00 per month; 5) adopt a new cost of capital for E4 based on an application of the Commission’s established formula for small, rural telephone companies; 6) adjust E4’s depreciation rates based on a new depreciation study; and 7) other relief as may be necessary andprudent to ensure that E4’s rates are just and reasonable and that E4 has a fair opportunity to recover its operating costs, pay its taxes, and earn a reasonable return on its intrastate rate base in Nevada.Interested and aff ected persons may leave comments or petitions for leave to intervene pursuant to NAC 703.578 through 703.600 at either of the Commission’s o ces on or before WEDNESDAY, JULY 12, 2023.A person who wishes to participate as a commenter may le written comments pursuant to NAC 703.491.
