At their regular meeting on June 20, the Winnemucca city Council approved the appointment of Hal Phillips and the reappointment of Wayne Johnson to the Winnemucca Municipal Airport Board. Councilman Mike Owens was absent from the meeting.
Phillips is a local pilot and business owner and Smith has been a member of the Airport Board for many years now and currently holds the Chairman position.
Winnemucca Mayor Rich Stone, who made the appointments, stated that he thought Phillips would make a great addition to the Board with his experience as a pilot and commended Smith for his previous efforts on the Board.
Both appointees were sworn in and will serve terms beginning July 1, 2023 and ending June 30, 2027.

Council news:
• The Council renewed the City’s liability insurance and opted to maintain a $1,000 deductible. Representatives from A and H Insurance and POOL Pact presented information regarding property, liability, cyber risk security, and environmental liability insurance. City Manager Alicia Heiser had previously worked with the representatives to evaluate cost savings benefits for different deductibles but found that the savings with other deductibles would be negligible.
• The Council discussed the possibility of having a mural painted inside the front office of City Hall by a local artist but took no action on the matter, directing staff to come up with a possible cost and ideas for the mural, such as local desert of aspen tree landscapes.
• The Council approved a proposal to establish an insurance fund which will account for collections of premiums and revenues.
The fund will also manage the payments of claims and expenses of the City and County plan that is self-funded.
• The Council received a brief update regarding the construction of a new aquatics center to replace the Bode Howard memorial Swimming Pool.
According to Heiser, a geotechnical study proposal is being put together for the potential locations of the new facility, both by the Winnemucca Boys & Girls Club, which should be presented to the Council at a regular meeting in July.
