Peter Noskov, age 65, was charged with two counts of attempted lewdness with a child under 14 years of age. At the sentencing hearing on July 13, 2021 Sixth Judicial Court Judge the Honorable Mike Montero ruled for Noskov to carry out the maximum sentencing on these charges, which could mean up to 20 years in prison.
Nozkov, a retired worker from the gold mines, resides in Winnemucca with his wife and the rest of his family live in Reno, Nevada. Noskov pleaded guilty to both counts of attempted lewdness with a child under 14 years of age. Despite this guilty plea, the defendant’s attorney Public Defender, Matt Stermitz, argued Noskov be granted probation.
“It is very helpful that we have the psychosexual evaluation,” Stermitz said. “It provides the necessary insight into Mr. Noskov that would give the court authority to grant probation. Specifically, I’m referring to page 9. I won’t read into the record what is already part of the record. In short it indicates Mr. Noskov would be a good candidate for a probation. That he could successfully complete probation. There are no indications of anti-social orientation. He is at low risk of reoffending.”
A psychosexual evaluation is typically ordered in cases involving a defendant who has committed a crime that is sexual in nature. The evaluation uses scientific methods to evaluate an individual’s psychological and sexual function and can assist in determining the person’s risk of committing a sexual offense.
In contrast to the defense’s plea for probation District Attorney, Kevin Pasquale, argued the nature of Noskov’s crime demanded punishment.
“Sometimes crimes demand punishment. You know that. I know that,” Pasquale said. “Mr. Noskov knows that. Some crimes demand punishment just because the nature of the offense. Some crimes demand punishment because of the message you will be sending to the community. This is one of those crimes. Even though the defendant, Mr. Noskov has no criminal history and even though Mr. Noskov was rated a low risk to reoffend, and even though the victim isn’t here to tell us the impact on her and her family, this is still one of those crimes that demands punishment.”
Pasquale stated to the court he was in contact with the victim and her family but they would not be present to make a victim impact statement in court.
Noskov chose to make an allocution statement to the court in English, despite requiring a Russian interpreter throughout the court proceedings.
“I really make very bad things. I did a crime, but I don’t know why I did it,” he said. “I was in bad mind. But I am really, really, really sorry. It destroyed my life. It destroyed life with my wife. I really apologize to my family. What I did, I haven’t apologized. I have not enough words in English but I have words in Russian for what I feel. No one hour, no one minute that I not think about. I know not what to say. Excuse me, my family, guys who know me,” Noskov stated to the court.
The judgement of the court was as follows:
Noskov was ordered to pay a $3 DNA Collection Fee, $25 Administrative Assessment Fee, $150 DNA Analysis Fee and a $1,350 Psychosexual evaluation fee for a total of $1,528 in fees to be collected.
On count one the court sentenced Noskov to a minimum term of 96 months and a maximum term of 240 months with credit for time served in the amount of six days. On count two the court sentenced Noskov to a minimum term of 96 months and a maximum term of 240 months with credit for time served in the amount of six days. These offenses will be aggregated as needed by law. Both the sentences for count one and count two will run concurrent.
The court further ordered that the defendant, as part of this sentence, be subject to lifetime supervision. The defendant was also ordered to be subject to registering as a sex offender.
Judge Montero closed the sentencing by stating: “These crimes involve a minor child and that is the court’s sentence. The court will order the defendant be taken into custody and the sentencing hearing is now concluded.”
Noskov was taken into custody of the Humboldt County Detention Center immediately following the sentencing hearing.
