WINNEMUCCA - The Humboldt County Board of Commissioners will hold their regular meeting on Monday at 9 a.m. in the commission meeting room at the courthouse.
The meeting begins with the call to order, Pledge of Allegiance, public comment and possible approval of the March 26 budget meeting and the April 16 and May 7 regular meetings.
The administrative report is scheduled for 9:05 a.m. Items include any solid waste and public lands planning matters, miscellaneous reports and correspondence and claims for expenditure of county funds.
Planning matters follow at 9:15 a.m. VH-12-12 is a variance request submitted by Desert Mountain Surveying as the agent for Echeverria Construction, Inc. The proposal would reduce the required side yard from 10 feet to 5 feet, along with a reduction to the building to building set back from 20 feet to 10 feet in the R-3 (multiple Family) zoning district, in order to allow construction of duplexes.
At 9:20 a.m. commissioners will hear a request from Desert Mountain Surveying as the agent for Echeverria Construction ,Inc. for a partial waiver of the improvement requirements of parcel map PH-12-15 as it relates to required improvements within a half-mile of the City of Winnemucca.
A presentation regarding the Larios Arms Senior Residence is scheduled for 9:30 a.m.
At 9:45 a.m. commissioners will set to public hearing an amendment to Chapter 15.04 of the Humboldt County Code by adopting the 2009 Edition of the International Energy Conservation Code with ANSI/ASHRAE/IESNA Standard 90.1.
At 9:50 a.m. commissioners will receive a presentation regarding the proposed open air, multi-use pavilion at the Community Garden and a possible request for contribution.
That will be followed at 10:05 a.m. by a request from the Humboldt County Senior Citizens to assist in the purchase of a new meals on wheels vehicle by utilizing a local government purchase program which will reduce the cost of the vehicle.
A pair of nuisance issues are scheduled for 10:15 a.m. The first is the adoption of a resolution declaring a nuisance that property belonging to Kirk and Deborah Thompson is defined a nuisance per Humboldt County Code, Chapter 8.04. The property is located at Parcel #43 Grass Valley Ranchos, Winnemucca, NV. Assessor's parcel #05-562-04. The second is a report on the nuisance complaint alleging that property belonging to Robert and Beverly A. Shell is defined as a possible nuisance per Humboldt County Code, Chapter 8.04. The property is located at 4825 Prairie Dog Ave., Winnemucca, NV. Assessor's parcel #10-422-01.
Road matters are scheduled for 10:30 a.m. Items include a report of pending Road Department projects and miscellaneous road-related matters.
A joint meeting with the Winnemucca City Council is scheduled for 10:45 a.m. Items include approval of the annual cost-share agreements, an update on the improvements on the intersection of Melarkey and Winnemucca Boulevard and an update on the yurt in Water Canyon.
At 11:15 a.m. commissioners will review and make any possible changes to the tentative budget prior to the adoption of the final budget. A public hearing follows at 1:30 p.m. on FY 2012-2013 budgets for Humboldt County and special districts.
Adoption of FY 2012-2013 budgets for Humboldt County, the Humboldt Rural Fire District, Winnemucca Rural Fire District and Quinn River TV District follows at 1:40 p.m.
