WINNEMUCCA - The Humboldt County Board of Commissioners will meet on Monday at 9:30 a.m. in commission meeting room 201.
The meeting begins with the call to order, Pledge of Allegiance, pubic comment and possible approval of the June 18 regular meeting minutes.
The administrative report follows at 9:35 a.m. Scheduled items include authorization of the chairman's signature on the annual agreement with Home Health Services of Nevada and on the Intrastate Interlocal Contract between Public Agencies related to the Humboldt Development Authority.
Other items include solid waste matters, public lands planning matters, miscellaneous reports and correspondence and claims for expenditures of county funds.
An annual performance review of the county administrator will be held at 9:45 a.m.
That will be followed at 10 a.m. by a public hearing per the requirements of NRS 535.636 (4) to consider the commission's recommendation to the State Engineer regarding a request from TNT Farms, LLC. The request would change the point of diversion and place of use for certain water rights which change the point of diversion and place of use from Humboldt County to Pershing County.
At 10:15 a.m. commissioners will hear a request from the County Treasurer for authorization to proceed with the title search on delinquent properties for the upcoming delinquent tax auction. That will be followed at 10:30 a.m. by a proposal to fix the minimum compensation of the Justice of the Peace for the ensuing term per NRS 4.040.
An appointment to the Paradise Valley Weed Control District follows at 10:45 a.m.
At 11 a.m. commissioners will hear a request from NDOT for the review and possible approval of the Transportation Systems Project Document.
Road matters follow at 11:30 a.m. Items include a report of pending Road Department projects and miscellaneous road-related matters.
Planning matters are set for 11:45 a.m. Commissioners will set to public hearing RH-12-06. This is a zone change request submitted by Steve West, city manager/engineer, on behalf of the Airport Board. It would rezone property from AG-40 (Agricultural 40 acre minimum parcel size) to AID (Airport Industrial District). The subject property is located west of the airport; assessor's parcel #13-242-01.
Commissioners will also set to public hearing AH-12-01. This is a request from Brian T. and Katherine S. Wellesley to abandon 40 feet of the existing county dead end road on the north side of 1st North Street, with the remaining road (approximately 40 feet) for continued access by Paradise Valley School. The roadway is adjacent and to the south of assessor's parcel #004-391-17.
At 1:30 p.m. commissioners will review and possibly award a bid for the new Dispatch/Communication Center.
That will be followed at 1:45 p.m. by a request from Marla Schofield to discuss with the commission changes to the Animal Control Ordinance. At 2 p.m. commissioners will hear a request to review the feral cat problem and the possibility of a program to address the issue.
Sheriff's office items are scheduled for 2:15 p.m. They include a review of the Detention Center copier contract and the review and possible approval of a change of licensee for Club 40.
At 2:30 p.m. commissioners will hear a request from the Northern Nevada Racing Association to provide one-third of the cost for their Phase-II asphalt project.
Comptrollers/Auditors Office items are scheduled for 2:45 p.m. They include the review and possible adoption of a resolution updating Humboldt County's Capital
Improvement Plan and the review and possible adoption of a resolution related to the Humboldt County Debt Management Policy.
At 3 p.m. commissioners will review and possibly adopt a resolution setting terms and conditions of a settlement of Jungo Land and Investments, Inc., a Nevada Corporation vs. Humboldt County Board of Commissioners, a political subdivision of the State of Nevada, et al.
