It is my five-year anniversary of "Sticky Notes" and I definitely know why I didn't become a journalist. This column is a great experience and it keeps me focused on being your Mayor which is a privilege that I take very seriously. I have found that the government process is very complex - a combination of rules and regulations, compromises, frustrations, enthusiasm and accomplishments.
To lead a group of peers, allow for their discussion on all aspects of an issue and work out an agreeable informed decision or compromise, keeps me on my toes. The city is a great network of unique people working to better our community. One person does not constitute change. Change occurs when we collectively work together to better the "whole" city. It has been very rewarding to see the work in progress and occasionally the conclusion of the projects that have been in the making for a number of years.
The last few months have seen various projects move toward conclusion. We are still working on the Bridge Street /Haskell Street stoplight. It is closer to completion but completion for this project is still several years out.
I do see the completion of Water Canyon Road project this next year. We had hoped to get it schedule this year, but we did not get all of the legal issues recorded in time for this year's completion.
We are in the preliminary planning stage of improving our sewage treatment plant effluent quality. We would change our existing rapid infiltration basins to a pivot irrigation system approximately three miles away. As part of the improvement we are also looking at upgrading the treatment plant's head-works, including increasing our wet-well capacity and upgrading our pumps. Our discharge permit from the Nevada Division of Environment Protection requires that we provide a plan to eliminate the use of the rapid infiltration basins by May 2015. This is a major step in planning for the growth of Winnemucca as well as satisfying the NDEP.
Another project in the works that goes along with the growth of our community is the expansion of our fire station. Discussion continues on how to best provide additional room for our fire equipment and serve the community as a whole. We have discussed the pros and cons of building a satellite station in the Highland Drive/Water Canon area as well as building a second station on East Winnemucca Boulevard that could eventually become the main station. This could be done by designing a building that could be added onto as the need and funds became available.
The benefit of this is that we do have ample area and it can access all areas of town without the interference of the railroad. We are also looking at substantial commercial growth on the east end of town. The Highland Drive/Water Canyon Road location on the other hand is located in a growing residential area. A second location, no matter where, would present logistic issues.
There is never a lacking of things to do. We do have a great crew of people working for the city. It is to their credit that we keep up on the issues and maintain the line of communication that keeps all of the projects on the right track.
The month of October is Domestic Violence Awareness Month. The WDVS will be starting their activities with "Providing a Light" banquet and vigil tonight (Friday, Oct. 5). Supporting this banquet is a great way to send a message that domestic violence is unacceptable in our community. The funds raised this month will be used to enhance the education and support of local victims and their families.
On another note, Halloween is "creeping" up - first and foremost I want to remind everyone to drive very attentively on Halloween, which will be celebrated on Wednesday, Oct. 31 from 5:30 p.m. to 8 p.m. We do want everyone to be safe and enjoy the evening. It is a school night so be prepared for an early rush of ghost and goblins.
I would like to conclude by reiterating that communication is the key to success. I would like to keep you apprised of projects, issues, and general information regarding the city and my representation as your Mayor.
