Tied at 14-14 with 21 seconds left in the first half, Billingsley returned a Silver kickoff to the 10-yard line. That led to a field goal by Reed's AJ Silva to give the Blue a 17-14 halftime lead.
Less than two minutes into the second half, the Blue took a 24-14 lead on a 1-yard touchdown run by Billingsley.
The Silver scored the next two touchdowns for a 27-24 lead. Billingsley then gave the Blue the lead for good with four minutes to play on a 19-yard run.
Billingsley was named the Blue MVP.
Lowry's Gus Duncan, Nic Velasquez and AJ Ourada were also members of the Blue team.
